The Wilmington District of the Ohio State Highway Patrol covers
10 counties in southwestern Ohio. Under the command of Captain Daniel Kolcum,

- Troopers made 14,940 safety belt enforcement contacts during 2005
and will continue to concentrate on safety belt enforcement in 2006.
According to a regional survey, the safety belt rate in the district
was 76 percent, but 65 of fatal crash victims in the district were not
buckled up.
- Troopers arrested 3,822 impaired drivers in the district, including
55 impaired drivers who were detected at one of 12 multi-agency OVI
checkpoints conducted during the year. Posts also implemented four OVI
tactical squads in Hamilton County and utilized 750 hours of overtime
funded by OVI fines. Impaired driving arrests increased 19 percent from
the previous year.
- Troopers also focused on youthful drivers and supplemented 14,445
young driver enforcement contacts with schools visits, special programs,
and local partnerships to combat crashes involving teenage at-fault
drivers.
- Commercial vehicle safety was augmented by 10,976 commercial vehicle
contacts and 8,019 motor carrier enforcement inspections. Inspectors
also confirmed the safety of 545 vehicles hauling hazardous materials
within the district.
- The district’s Criminal Patrol Unit had a productive year.
Sixteen troopers earned the Criminal Patrol Award for completing five
or more felony case investigations with felony arrests, and troopers
recovered 57 stolen cars with apprehensions.
